Gardening is unlocked aftercompleting the main mission, The Old Lady’s Family Court, and starting the sub-mission, Vegetables With Grandma One.
Vegetables you can forage willshow up as sparkling spotslike Insects, while thegrowable oneseach haveone of three growth cyclesthat will determine thelength of in-game time they need to grow:

It ispossible to speed up the growthof your vegetables if youplant them at Phantom Fieldspecifically, but thisrequires you tonot only progress the story until youcomplete the main mission, All Night Long,but alsocomplete all the Missing Frog Stone series of sub-missions.
