You need to beat both Act 1 and Act 2 on each of the three stages. Once you’ve done this, a boss gate will appear. To open the boss gate, you need three boss keys.

You get boss keys by completing a Challenge Act in each stage, which becomes available to play after the boss gate appears.

Once you have three keys, take them back to the gate, and it will open, letting you fight Perfect Chaos.

There aren’t any attack patterns to dodge either, as Perfect Chaos instead targets the map. This means your main hazard is the environment, as a mistimed jump can send you into the water below.

In the first stage of the fight, keep heading forward, watching out for obstacles as you go. Once at the end of this segment, run straight into Perfect Chaos.Sonic will scale the monster and land a hit once he’s at the top.

Repeat this in the second stage of the fight. There are more hazards to look out for this time, with the level much more broken up now. On top of that, Perfect Chaos keeps destroying the stage as you go, so be mindful of where you’re jumping.Jump on the springs at the end of this area, and you’ll be launched into Perfect Chaos. verify to land the homing attack, and Perfect Chaos will take damage.

The platforming segments swap between 2D and 3D, so adjust to this quickly if you don’t want to fall off the edge.

The third part has you running forward, straight into Perfect Chaos. Be sure to dodge debris and the whirlpools of water that block your path. At the end of this area, you’ll once again scale Perfect Chaos and land another attack.

This final part of the trickiest, but just requires a bit more platforming. Jump between the different parts of debris that are in the air until you’re in attacking range of Perfect Chaos again. The best way to go about this is to look for things you can homing attack into, like springs and grapples, since they can stop you from falling if Perfect Chaos destroys the platform you’re standing on. Once you’re towards the end of this area, land your fourth and final attack, and you’ve defeated Perfect Chaos.
