If you encounter tension, the first step is to understand what it is. Before doing so, you’ll need to familiarize yourself with a few terms and concepts. One key concept is attraction. Every building you place has an attraction value.Cultural buildings generate positive attraction, while most production buildings initially produce negative attraction.

Areas with attraction naturally attract houses,forming districts. Thesedistricts absorb the culture of nearby cultural buildings.For example, an area surrounded by military-themed buildings will develop into a military district. Over time,factions will settle in these districts, which indirectly causes tension—though it’s a bit more complex than it seems.

How Tension Works

Factionssettle only in districts aligned with their culture.For instance, a faction aligned with religious culture won’t settle in a military district. The problem arises from your city layout and the limited space provided by the game. If neighboring districts are dominated by different factions, tension will occur.
