Like everything else inFrostpunk 2, keeping the people of your city happy is a dangerous balancing act. What pleases one faction is sure to upset the other, and sooner or later one or both are bound to become radicalized to some degree.
The more radical the city’s factions grow, the more extreme measures they’ll take to ensure that their vision for the future is the one that takes hold. If you don’t want the city to descend into a civil war, you’ll need to find ways to de-escalate by reducing factions' Fervor.
What Is Fervor In Frostpunk 2?
Fervor represents a faction’s willingness to rebel against the Steward. It’sdenoted by red diamondsabove the faction’s icon along the bottom of the screen; the more diamonds, the more radical the faction has become.
Effects
None.The faction will not act against the city at this level.

Protests.The faction will peacefully shut down districts, encouraging discontented citizens to join them, but will not cause injuries or deaths.
The protests will end peacefully if you successfully negotiate.

Riots.The faction’s protests turn violent, injuring or killing bystanders for as long as they continue.
The faction will not negotiate, and will only stop rioting if their demands are met or the riot is forced to shut down.

Civil War.If allowed to remain at Fervor 3 for long enough, the faction will rise up in open rebellion. Riots will escalate into battles between the factions in the streets.
Factions inflict casualties on one another based on their own Fervor - the more Fervor a faction has, the more members of an opposing faction they’ll kill or injure.
Fervor increases if a faction isunhappy with the Steward’s rulefor too long (indicated by a red relations bar), or if you take an action that goes directly against their interest, such asrefusing a demand.Passing Lawsand other day-to-day actions won’t directly cause Fervor to rise, but ignoring a faction’s wishes repeatedly can anger them enough that they’ll eventually gain Fervor as a result.
Ending a protest by acquiescing to the faction’s demands or negotiating with them willcause the opposing faction’s Fervor to rise- you really can’t please everyone in this game.
How To Reduce Fervor
There are only a few ways to reduce a faction’s Fervor. All of them have drawbacks, but if it keeps a war from breaking out in your city, you’ve got to do what you’ve got to do.
Promote The Faction
By publicly praising the factionusing the Promote action on them, you may reduce their Fervor by one point. However, doing this causes them toimmediately gain new members; if they continue to be unhappy with your policies, they’ll have even more power (both in theCounciland in the streets) to make their voices heard.
Maintain Good Relations
If you change your laws, offer the faction research projects, or construct buildings that are aligned with their Cornerstones, you canincrease the faction’s relationship with the Steward.If you keep them happy long enough - maintaining agold status barunder their icon - they’ll eventually lose Fervor. The downside, of course, is thatanything that makes one faction happy is guaranteed to upset the other.
Use The Deradicalize Action On Their Communities
The factions will get a lot of attention once they form, but many of the people in your city willremain part of the communities- just everyday folks trying to get by. If a community with the same Cornerstone as a faction has positive (gold) relations, theDeradicalize Factionability becomes available for them. you may use this action on the community toconvince some members of the faction to leave, reducing the faction’s Fervor and causing members to return to the community that used Deradicalize.
Build A Prison And Arrest Faction Members
This is best used as a last resort. If you’ve built a Prison of any type, you’re able to use theRound Up Faction Membersaction in its district. Over the next few weeks, your Guard Squads willarrest up to five hundred members of the targeted faction. This reduces the faction’s Fervor, but predictablycauses a large increase in your city’s Tension.If you’re already on the brink of collapse with Tension at Severe or Catastrophic, using this method could mean the end of your run if you aren’t careful.
