How To Start The Corsairs' Dilemma Quest

Once you defeat the Vicar and retake the Canal Fortress, the first major time skip in the game will force you to choose a new Emperor. At that time, you’ll be updated on the current situation in Avalon, including therising presence of pirates in Longit.You can deal with this issue whenever you like bysailing to Mobelmfrom the port in Somon.

Talk to the ship captain at the docks in Somon; he can take you to either Douglass or Mobelm, and it won’t cost you a single crown - you are the Emperor, after all!

When you arrive in Mobelm,talk to the highlighted citizensto learn more about the pirates. They’ll tell you about the pirate ship at the docks, and the hideout that the Corsairs use at the top of the terrace next to the harbor.

How To Infiltrate The Corsairs' Hideout

Go to the hideout building and approach the guard inside. When he stops you,tell him he’s doing a great joband deserves a drink. Your character will automatically knock him out while he’s distracted. When you make it to the end of Cape Chalier, you’ll reach Nuono by a hidden path. You canenter the Corsairs' baseand force the captain to surrender without a fight. Demand that he swear fealty to the Empire, and you’ll be able torecruit Corsairs to your retinuefrom that point forward.

Corsair Class Capabilities

Corsairs aretough physical fighterswho focus on heavy weapons like Axes and Greatswords. They also know a bit of Hydrology and Aerology, but it’s not their forte thanks to their lackluster Magic stat. They fill a similar role to theMercenary.Corsairs can learn an ability thatincreases the amount they charge the Overdrive Gaugewhen they successfully hit an enemy weakness.

After you build the Leon Bridge, you’ll get theWizened Oneability, which randomly reveals weaknesses during combat. This is a great pick for parties with a Corsair!

How To End Garon’s Rebellion

Once you’ve vassalized the Corsairs, later time skips will trigger theGaron’s Rebellionevent. Backed by Subier, a greedy pirate will seize control of the pirates and go back to raiding. You’lllose access to Corsairsuntil Garon is defeated, and your Imperial Revenue will be halved.

Return to Mobelm and speak to the deposed Corsair leader in the house on the terrace. He’ll tell you thatCape Chalier is secured, so you’ll have to use a ship and go by the Waterway Maze.Go to the pirate ship at the dockand speak to the captain below decks when you’re ready to depart.

BringSpears, Bows, Martial Arts,andAerologyfor this quest, along with whatever else your party is proficient in.

Sail through the Waterway Maze to reach Nuono; when you arrive, you’ll beambushed by Garon and four Corsairs.All are weak against Wind and Martial Arts, and Garon is vulnerable to Spears and Bows, making moves likePlasma Thrust, Sharp Thrust,Whirlwind,andRain of Arrowsvery useful.

Unlike conventional boss fights, taking out the minions isn’t always the right play; Garon gets anextra move per roundfor every Corsair that is defeated!You’re much better off trying toStunor otherwise incapacitate his minions withSweep, Headblow, Flame Whip, or Paralyzeuntil you can take out the main boss.

When Garon flees, pursue him into the nearby building; he’ll set another four Corsairs on you, butwon’t join the fight himself this time.Once the Corsairs are beaten,follow him into the basement.He’ll escape, but you’ll be able to recruit your maritime minions again and the Imperial Revenue will have its penalty removed.
